Joan Tagle is a Management Analyst at the Los Angeles Department of Water and Power (LADWP), where she has been an esteemed City employee since 1999, with a brief departure from 2003 to 2007. Throughout her career, Joan has also contributed to the Community Development Department (CDD) and the Los Angeles Police Department (LAPD). Joan holds a Master’s in Public Health from the University of Southern California (USC), completed post-baccalaureate studies at Cal State LA, earned a Bachelor’s Degree in Zoology from Cal Poly Pomona, and obtained an Associate’s Degree in Liberal Arts from Mt. San Antonio College. Joan is known for her professional dedication and her enthusiasm for life’s adventures.

Medy Mamaril-Paragele, an experienced City employee for the past 24 years is currently holding the position of Principal Accountant II at the Board of Public Works (BPW). She began her career in CDD known today as EWDD in 2000 as an Accountant and later transitioned to LAPD. Outside of work, she enjoys cooking, exploring new places and embracing life’s adventures. She is the proud mother of two successful daughters and a loving and supportive husband.

Rea Silva has been working for 35 and a half years at the City of Los Angeles. She is currently serving as Executive Administrative Assistant II for LAPD Deputy Chief Ruby Flores of Operations-Valley Bureau. A devoted mother and newly married to Conrad Silva, Rea finds inspiration in her children. She is actively involved in various community and fundraising events and is known for her leadership, kindness, and volunteer work with organizations such as the National Kidney Foundation and Donate Life.

Jessica Domanay currently serves as a Senior Administrative Clerk at the Department of Public Works. Her journey with the City of Los Angeles began in 1995, and over the years, she has contributed to various departments, including the Economic and Workforce Development Department (EWDD) and the Housing and Community Investment Department of Los Angeles (HCIDLA). Outside of work, Jessica enjoys the companionship of her three beloved cats.

She previously worked at the Los Angeles Sanitation Department (LASAN) as a Management Assistant. Brooke holds a Bachelor's degree in Psychology from UC Irvine. Outside of work, she is an animal lover and enjoys the companionship of her three cats.

Lilibeth is married to Hilbert Guazon, a pilot, and she skillfully balances her time between taking care of their two lively daughters, Hilianne and Harleen, and being a fur mom to their pet, Crinkles.

Ellen Linaac is a Senior Management Analyst II at the Emergency Management Department. Her journey with the City of Los Angeles began in 1990. She has contributed her expertise to various departments, including Public Works, Aging, Recreation & Parks, and the Fire Department. Ellen holds a Bachelor of Science in Commerce with a major in Accounting. She is married to business owner Delfin Linaac, has two children, loves to travel, and has a cat, along with a fondness for German Shepherd dogs.

Lilia Liclican is a Sr. Accountant II and Chief Accounting Employee at the Department of Animal Services. She joined the City of Los Angeles as an Accountant with the Office of Finance in 2001. Lilia previously served as Division Chief in Financial Reporting and Budget at the Philippine National Food Authority for several years before migrating to the United States in 1997. Lilia has two wonderful eligible bachelors by her side and is deeply committed to her role as a public servant.

Sugar Baltazar serves as a PR Specialist II at the Department of Building and Safety. She began her career in the City of Los Angeles as a PR Specialist I and was recently promoted to her current role. In 2019, she moved from Manila to Los Angeles. Before relocating, she honed her skills as a Media Relations Officer in the offices of Senators Sonny Angara and Joel Villanueva at the Senate of the Philippines from 2013 to 2019. Sugar is married to Edward Baltazar, a Safety Systems Engineer.

Happily married with three daughters, Janelle also gives back to the community as the President of the International Right of Way Association, Local Chapter 1, and as the Adviser and Immediate Past President of LAFACE.
